The news has been optimistic about holiday retail, but pessimism abounds around the world when it comes to marketing budgets, says Warc [pdf] in its latest Global Marketing Index. The budget component of the index fell to 46, its lowest point since December 2011 (45), and extending a streak of 6 consecutive months below the threshold score of 50.
